Founded by Tom Miller, M5 Partners provides regulatory intelligence and strategic advisory services to organizations navigating rapid policy and technology change.
Tom brings more than 30 years of experience leading regulatory, engineering, and product strategy initiatives across global organizations. He served as Senior Director of Energy & Environment Policy at the Alliance for Automotive Innovation, directing national engagement with NHTSA, CARB, EPA, UNECE, and Euro NCAP.
Previously, he built and led the Emerging Regulations & Technical Research function at Aisin, integrating regulatory intelligence into product strategy and investment decisions across global vehicle programs. He is a named inventor on 11 U.S. patents and co-author of peer-reviewed research on automotive sensing technology conducted at the National Advanced Driving Simulator.
